Description
Under the general direction of the Human Resource Manager, this position performs daily HR activities to attract, motivate and retain a workforce that is dedicated to the mission and values of the Fresno Chaffee Zoo. The HR Generalist will serve as a subject matter expert on all compliance issues related to the human resources function; primarily responsible for ensuring compliance with external regulations with respect to employees welfare, as well as employee compliance to the Zoos policies. Serves as a primary point of contact for employee needs and questions and provides general administrative support for the HR department.
Essential Functions
Collaborates with the Human Resource Manager to recruit the best candidate for vacancies and new opportunities within the Zoo.
Provides oversight of the onboarding process, ensuring that new staff receives all legally required notices and applicable information about Zoo policies and procedures.
Participates in the design and implementation of new hire training and professional development programs for all Zoo departments.
Coordinates, documents, and tracks employee leaves of absence.
Supports department managers and Human Resource Manager in delivering and documenting disciplinary actions when requested.
Develops new job descriptions and conducts periodic review/updating of existing job descriptions to ensure accuracy and legal compliance.
Ensures all personnel files and other employee files are maintained in an organized, secure, legally compliant manner.
Leads the human resources compliance culture, being the resource for all state and federal policy and procedures as it relates to human resources.
Supports department managers with their compliance concerns and gives them guidance for next steps.
Communicates policy/procedure changes all staff and assists managers with policy interpretation as needed. Participates in review/update of Employee Handbook when requested.
Participates in workplace investigations as directed.
Participates in employee relations matters.
Compliance Duties
Serve as the main point of contact for managers, new hires, recruiters, existing employees, and the HR team on all HR compliance matters.
Stay up to date on employee-related legislative and regulatory changes and/or developments and ensure changes to rules and regulations are restructured with HR systems, policies, and procedures.
Conduct regular auditing, including new hire and termination audits.
Support I-9 employment verification and reverification administration.
Personnel file management including leading regular auditing and reporting, ensuring accuracy and compliance for all records.
Ensure compliance and labor postings are up to date, taking partners as needed.
Project Manager for ad-hoc HR compliance projects.
Identify and pushout appropriate training to employees when new programs have been developed or enhancements made to existing programs.
Coordinating with the HR Assistant for scheduling reminders and developing reports for tracking.
Recruitment Responsibilities
Consults with hiring managers to understand the requirements, duties, and qualifications desired for the specified vacant position(s).
Maintains applicant records within our HRIS system.
Collects, analyzes, and reports data to maintain current understanding of fair and competitive market salaries, candidate availability, and demand for candidates in particular fields.
Consults data and records to identify and select potential candidates for vacant positions.
Organizes and attends job fairs, campus events, and other networking opportunities.
Maintains and ensures compliance with applicable equal employment opportunity (EEO) and related employment laws and regulations.
Administrative Duties
Maintains up-to-date knowledge of federal and California employment laws and HR best- practices and suggests ways to strengthen the Zoos HR programs.
Answers incoming phone calls in a friendly, professional manner when needed. Assists callers or routes to the appropriate party.
Monitors all staff radio communication and responds to calls to Base as needed.
Performs other projects and tasks as requested.
Education and Pre-requisites
Qualifications/Basic Job Requirements:
Associates degree in Business Administration or Human Resources from an accredited college or university. HR certification a plus.
Minimum two years related experience and/or training preferred.
Proficiency with Microsoft Office suite is required.
Experience using Paycom software preferred.
Excellent written and verbal English communications skills required. Bilingual communication skills a plus.

Work Environment
The position functions primarily indoors, with occasional exposure to outdoor heat and cold.
Occasional local travel may be required.
